I found the HID-compliant game controller driver which i uninstalled, then i inserted my controller and the driver was reinstalled. The d-pad was still not working untill i restarted the PC.
However, when i restart the PC again the d-pad is not recognized. It seems that the Current Windows 10 controller driver you have does not work properly. Uninstall the current GamePad controller driver. Then Restart the computer and install the earlier driver for your controller.
