I had same problem. I tried to restore to earlier restore point but there was no restore point available. I had tried to boot in safe mode but same result stuck at welcome screen. I tried to use installation DVD boot but it opens repair window tried almost all option but no result.

The most common cause of this is that you ran some program during normal use, and it deleted your profile off the system. It shouldn't have, and why Windows is so weak that it would even allow such a thing is beyond me. Think back and see if you can remember if you ran an application that you hadn't run in a while, and then did other things. Chances are it's that app.

If you must use it, then from now on, shut everything else down. Use that program. And then reboot again before running anything else. That's the only solution I've found. Reinstalling the App didn't help, but it was definitely related to that app in my case, it was the world's most popular accounting system.
